State officials report that 95 companies have received incentive packages since 2003.

The state promised more than 30,000 jobs and $6 billion in investments. So far, 12 companies have failed to meet expectations, including Dell.

Google and Apple are other examples of companies who have received these types of incentives. Supporters say it's a necessary evil to complete with other states also offering these incentives.

Gov. Bev Perdue addressed the incentive packages last week.
